The Digitalisation of Science, Technology and Innovation: A Synthesis

Welcome to the Community of Practice (CoP) on the Digitalisation of Science, Technology and Innovation

 

This CoP aims to provide a platform to support work by the OECD's Committee for Scientific and Technological Policy (CSTP) on the digitalisation of science, technolgy and innovation. A major goal of this work is to produce a Synthesis Report by the end of 2018. 

Digitalisation is changing science, technology and innovation in fundamental and evolving ways. For instance, technologies ranging from the Internet-of-Things to virtual reality have the potential to raise firms’ productivity. As shown in The Next Production Revolution: Implications for Governments and Business, supercomputing is increasingly critical to many areas of production. ICT’s are expanding the domain of science and creating opportunities to increase the efficiency of research. Artificial Intelligence (AI) is set to play novel roles in the process of science. And digital data from varied sources will help inform policymaking in new ways. Many important developments, such as recent progress in AI, were not foreseen just a few years ago.

Digitalisation raises many challenges for policymakers concerned with STI, along with new needs for analysis to help understand digitalisation's impacts and implications. The Synthesis Report will identify the main current and emerging policy challenges and the possible policy solutions.

 Some themes addressed in the Synthesis Report have not been the subject of significant prior study. Examples include applications of AI in science, and potential but so far untapped uses of other digital technologies (such as blockchain) in science. By clicking here you will be directed to a series of questions on these and other themes. We welcome your views and references to any relevant information you can provide.

Digital Science and Innovation Policy (DSIP)

 

As a result of initiatives in the public and private sectors, databases are increasingly interconnected and new technologies and applications allow them to be exploited more extensively. This means that such data can be more readily used to build a picture of the incidence and impact of S&I activities, providing potentially valuable signals to science and innovation policy decision makers.

Digital and Open Innovation

 

This project reviews changing business models and new forms of innovation across sectors and actors, including SMEs, start-ups and research institutions. It also analyses new forms of collaboration for innovation at local, national and global levels.

The Global Science Forum (GSF) is working with partners on two projects related to Open Data for Science: i) sustainable business models for data repositories and ii) international coordination of data infrastructures for open science.

A Recommendation on Access to Digital Data

 

The objective of an overarching Recommendation on access to digital data would be to provide a common data governance framework that could include key definitions as well as principles on data access and reuse; portability and interoperability; linkage and integration; quality and curation; “ownership” and control; and value and pricing. The Recommendation would aim to provide guidance to public and private sector actors while building on an earlier OECD Council Recommendation.

OECD Space Forum

More than 60 countries have satellites in orbit, and satellite signals and data play an increasingly pivotal role in the efficient functioning of societies and their economic development. In co-operation with the space community, the OECD Space Forum was established to assist governments, space-related agencies and the private sector to better identify the statistical contours of the space sector, while investigating space infrastructure’s economic significance, its role in innovation and potential impacts for the larger economy.
